Frequently Asked Questions (FAQ)
What does Physical Security Consulting Services, LLC do?
We provide independent, board-certified security consulting for schools, municipalities, businesses, nonprofits, and aviation facilities. Our services include risk and vulnerability assessments, emergency operations planning, workplace violence prevention training, and aviation security compliance. Every project is tailored to help clients protect people, property, and reputation.
What makes your firm different from other security consultants?
Unlike many consultants, we are independent — we don’t sell or install security products. Our advice is unbiased, practical, and evidence-based. Founder Tom Foley brings more than 30 years of experience in security management, law, and higher education, supported by multiple board certifications that represent the highest professional standards in the industry.
What certifications do you hold?
Tom Foley holds the following credentials:
- Certified Protection Professional (CPP) – the gold standard in security management, issued by ASIS International.
- Physical Security Professional (PSP) – focuses on physical protection systems, access control, and risk analysis.
- Project Management Professional (PMP) – recognized globally for project leadership and planning.
- Airport Security Coordinator (ASC) and Airport Certified Employee – Security (ACE-Security) – issued by the American Association of Airport Executives (AAAE) for aviation compliance and security operations.
These certifications represent rigorous professional testing and continuing education requirements — a level of qualification held by fewer than 2% of security consultants nationwide.
How rare are these certifications among security consultants?
- Very few security consultants combine this level of credentialing and experience.
- There are about 22,000 CPPs worldwide, but fewer than 6,000 also hold the PSP.
- Only a small fraction also holds the PMP, bridging security and project management.
- Aviation security credentials (ASC and ACE-Security) are even more specialized.
When combined with Tom Foley’s background in law, academia, and research, this places him among the top 1–3% of security consultants in the U.S.
Why do organizations need a professional security consultant?
A qualified security consultant helps organizations identify vulnerabilities before incidents occur, saving lives, protecting assets, and reducing liability.
Security consultants:
- Conduct independent risk and threat assessments
- Ensure compliance with federal and state regulations
- Provide objective recommendations (not tied to product sales)
- Help organizations qualify for grants and insurance discounts
- Strengthen preparedness, continuity, and resilience
In short, a consultant gives you a clear, actionable plan to make your organization safer and more defensible.
Who do you work with?
We work with schools, colleges, city and county governments, private companies, faith-based organizations, and aviation facilities. Whether your organization is large or small, our mission is to deliver cost-effective, scalable solutions for real-world safety challenges.
What types of assessments do you provide?
We perform comprehensive security risk assessments, threat and vulnerability analyses, Emergency Operations Plan (EOP) reviews, and school security audits. Each assessment results in a clear, prioritized report with practical recommendations.
How often should a risk assessment be conducted?
Best practice recommends conducting a professional security risk assessment every 2–3 years, or immediately following major facility changes, incidents, or policy updates. Regular reviews ensure ongoing readiness and compliance.
Do you help with grants and funding for safety improvements?
Yes. We assist schools, municipalities, and nonprofits with FEMA’s Nonprofit Security Grant Program (NSGP) and other funding opportunities by providing the required risk assessments and documentation.
Do you provide training as well as assessments?
Yes. We offer workplace violence prevention, active shooter preparedness, and emergency response training, customized to each client’s needs.
Are your services available outside Arizona?
Yes. While based in Prescott Valley, Arizona, we serve clients nationwide.
