Tom Foley is the founder and principal consultant of Physical Security Consulting Services, LLC, with more than 30 years of experience in security management, law, and higher education. He is a board-certified security professional holding credentials as a Certified Protection Professional (CPP), Physical Security Professional (PSP), Project Management Professional (PMP), Airport Security Coordinator (ASC), and Airport Certified Employee – Security (ACE-Security).

Tom’s diverse background bridges private industry, academia, and public safety. Before founding PSCS, he served as a corporate security manager, attorney, and department chair in Global Security and Intelligence Studies at Embry-Riddle Aeronautical University in Prescott, Arizona. Over the course of his career, he has advised schools, municipalities, law enforcement agencies, and aviation organizations on how to enhance security, reduce risk, and strengthen emergency preparedness.

As a subject matter expert, Tom has worked with the RAND Corporation, the Department of Homeland Security, and various state and local agencies.  He also served as principal investigator on a federally funded National Institute of Justice grant, leading an interdisciplinary research team evaluating cost-effective physical security measures for schools.

Tom’s consulting experience includes physical security assessments, risk and vulnerability analyses, and emergency operations planning for a wide range of clients, from local school districts and municipal governments to private companies and critical infrastructure facilities.

A recognized voice on security and safety, Tom has been featured in numerous media outlets, including NBC, ABC, CBS, and NPR, providing expert commentary on active shooter preparedness, school security design, and emergency response strategies.

Tom’s approach is rooted in practicality, independence, and collaboration. He focuses on helping organizations protect people, property, and reputation through evidence-based assessments, training, and strategic planning.
